Just implemented it. Found this resource helpful: web-push-book.gauntface.com/ If your language has a package for it makes it even easier. They'll handle the hard stuff like crypto.

This may be a silly question, but what's the difference between this and webhooks? Is this one of those situations where the tool can also be a service. As in, webhooks can use push notifications as a method of implementation (the tool) but the push notification can be considered its own service?

I had the exact same thought when I first heard about this! It seems that the browser side of things these days has a lot of redundant apis due to JS getting closer to a third level abstract interface. It often gets overwhelming to choose these.

How does the client send subscription object to Server?

I think that's up to you to decide. An easy way is to make a separate endpoint on your server just for this. Send a POST message with the send sub object and save it on the server.
