I'm confused, is this a new version of the existing Cloud Anchor, as there are tutorials from 2018, or has this feature been kept under the rug for a select few developers?

Those Cloud Anchors from 2018 don't use GPS. The way I place billboards on an open area is that someone scans a QR code I fix to a well known GPS location with a well known orientation. Upon ARCore recognizing the QR code I can place the billboards relative to that location + orientation. The advantage of that is that it works inside buildings without any GPS signal, even underground. However in an open area GPS anchors could be great. On the back-end and technology side that requires a lot of development.
