For anyone interested this segment is taken from season 2 episode 3 "Bah-humbug-atti" of The Grand Tour. It also features a segment of Clarkson driving a Bugatti from France to Italy where the last part you only hear the noise of the Bugatti - it's absolutely sublime. It's like asmr for petrolheads.
