Administrative law is a tool of activism at the disposal of every citizen - yet it's the tool least used by citizens, largely due to misconceptions about what administrative courts can and can't do, but also due to the fact that it is inherently fit for only some types of personalities.
Administrative lawfare requires knowledge of procedure and certain personality traits. Even so, almost everyone can do it and those on the non-Left are missing out by not using this tool. Ultimately, procedure is the God and a lot of policies and laws can be nullified in an administrative court on procedure. Not to mention how many bureaucrats can be held to account through it.

In the USA, we have a pesky framework of laws that criminalizes "conspiracy." There are legal actions which become illegal the moment more than one person acts in coordination with another. How would you suggest circumventing this legal trump card?

My actions wouldn't quite qualify because I work in teams of two - a researcher and a lawyer. Administrative lawfare is not a team effort - but mostly individual effort. So it's pretty hard to fall under "conspiracy" jurisprudence. Another aspect to keep in mind is that the offense of conspiracy in the USA refers to conspiracy to defraud the federal government, conspiracy to commit a crime against the US or conspiracy against rights (i.e. to deprive a citizen of his rights under the US Constitution). None of these apply to administrative lawfare which, in US jurisprudence, are mostly local or state lawsuits. Not to mention lawfare rarely even touches constitutional claims. And even when it does, the channels and the jurisprudence to address them is already in place (see Citizens United vs. FEC which is not just about electoral free speech, but also the right to assemble as a group/corporation/NGO with the explicit purpose of undermining an elected official). For the most part, unless you're benefiting financially in a big way and/or in a continued form (racketeering), basic administrative lawfare doesn't fall under any of the conspiracy statutes that I'm aware of. Think about it this way: If administrative lawfare were to be an indictable offense, then nearly all think tanks (of any orientation) would've been long shutdown under RICO investigations :))
