CMOS gates actually use N-channel FETs and P-channel FETs. The difference he is trying to express is between current-controlled semiconductor devices (bipolar transistors) and voltage-controlled semiconductor devices (field-effect transistors, FETs). Examples of bipolar devices are tunnel diodes, I²L, DTL, TTL, and ECL. Examples of FETs are NMOS. PMOS. and CMOS. I read a paper stating that bipolar devices were superior by a factor of beta (the current gain that ranges from 4 to over 200). CMOS is excellent at low frequencies (< 1 MHz). At higher frequencies, the fundamental quantum-mechanical defect in CMOS (once every clock cycle, there is a transient short between power and ground because holes move more slowly than electrons). That is why present graphic cards can use over 700W. Tunnel diode threshold logic (1957 and 1984 respectively) has a speed-power product 100,000 better than CMOS at a lower cost. Think of a graphic card at 2 THz at 3.5 W for $100.
