If I apply force on the top of the block then the block position does not change. Then what about 1law

When u apply force in a block, the block applies the same amount of force on Ground and at the same instant ground is applying same magnitude of force in opposite direction of force applied by block and the resultant force or net force is 0. Hence no chance in position.
