In Portugal, it's very common for young kids to say that sound when they want to say Rs or Gs. It's a type of a speech sound disorder that is usually treated since a young age. For example, FC Porto and Portugal's midfielder Danilo can't say its Rs and pronounces as Gs (he says Pogto and Pogtugal for instance), and he said its because of that speech disorder that initially was the LL sound you're talking about, and it evolved into a "Sh" sound and then to a G, as he grew older.
