I agree with all your assessments except maybe the last one. I never saw the player's guess go down, unless it was on the exact spot from fairly high up and was hidden by the flag, but the guess should be on "top" of the flag. It's obviously Vienna, but if there was a plonk, it was dead on.

Yes i just rewatched it and it looks as though they ran out of time and didn’t put a guess down. I marked them as not guilty anyway so should be all good. Not sure why someone would report them
