I feel like Raiden is the best because of his crazy damage and synergy with kameos. He can also do huge amounts of chip damage like Johnny/Baraka/Cyrax.... as well as zoning and a teleport. He's got everything

It’s really the meterless damage. Other characters can do 50% combos too but Raiden spends nothing for his so he always has breakers and reversals.
