I met a Polish ship jumper back in the 80's. Even with the language barrier he pretty much got the same thing across. Since then I have met many Russian immigrants, hard working people who had the sense to get out. There has been relative freedom for them to leave the past several years so I have to assume that the ones still living in russia are in agreement. A good liar and propagandist knows the difference between a lie that is used purely for domestic consumption and the truth that he deliberately isn't telling the population but that he uses to make sound decisions. "Tell a lie often enough, it becomes the truth" Lenin. Quotes like the one above show a sense of self awareness all dictators should have. i.e. dictators should NEVER believe their own propaganda. They should make sure the population believes them and pretend they do too in public appearances.
