او بھئی، generation capacityجو ہے وہ 44 ہزار میگا واٹ ہے لیکن transmission capacity صرف 22 ہزار میگا واٹ یعنی ادھی ہے اور ٪52 یعنی اڈھے IPP خود حکومت کی ملکیت ہیں تو پھر IPP کی کیا ضرورت ہے؟؟؟

IPPs are large scale problem area. Fuel prices are fixed for IPPs and cost fluctuations are being paid by government (since the time of Benazir). Electricity is sold to government on US$ and not Rupees. IPPs are paid on capacity and not on the electricity they produce. For example, Chiniot Power Limited is owned by Sharifs (Abid Rasool is front man), its total capacity is 62.4 MW, if they are producing 12MW (for their own use and for Ramzan Sugar Mills), they are pocketing money for (1) 62.4MW and not 12MW, (2) they are technically not selling any electricity to government.
