IPS configuration in Fortinet

Hi, thanks for your video but I have one question. Why you implement IPS on LAN to WAN policy. ? I think we have to create a new policy from wan to lan or DMZ if we want to allow public to access over let say website and the apply IPS to block attacks. Attacks will be from outside not inside, in my opinion policy will be from outside to inside and ips enabled. Waiting for your response. Thanks
