Iran made a smart move I guess.beacuse 1. People of KASHMIR are more inclined to INDIA than PAK. and given the instability and inflation etc in PAK, India will be best choice and IRAN knows that, so they smartly chooses the words will of people instead of saying Kashmir should be given to pak. 2. IRAN just want to Build pipeline quickly to avoid the effect of sanctions but at same time it doesn't want to tarnish long built relationship with INDIA.
