Salam Mohammed Bhai, I have been to Iran in 2005 by air from Dubai, originally flew from Toronto, Canada. We were 4 people and we arranged with a broker Mohamed Nohrosey (very well known Agent) and he arranged our trip to Qum from Tehran. You have to use a broker/agent to help you at the border that will not cause this kind of problems. Watching from Calgary, Canada
