There are too many Railway stations where IRCTC provide executive lounge facilities. Please go through the IRCTC official website for more details. To know about your credit card is eligible for free access or not please co-ordinate with your bank. Only the Card in this video mentioned is provide free access. For other bank card details please co-ordinate your Bank
