When the item was released the effects for Rune Knight class doesn't work on Dragon Knight like the lvl 170+ then later on they fixed it so Dragon Knight can benefit from that lvl 170+ effects.

Scarlet Hero Manteau damage-wise, but you need to get more critical rate to match your arabian manteau setup.
