Is 40 Pulls Enough for Ruan Mei?

This video was recorded with my sister! She was looking for Ruan Mei since she wanted to build a team around Boothill, But she only has 40 Pulls. Will it be enough?
40 Pulls doesn't seem like all that many pulls and you would be right, Especially since my sister was at 11 Pity. Yeah this isn't gonna be good lol

I'm learning premiere more so hopefully the quality improves, Really hard to get good music. I have old Mario Galaxy Music Ive had downloaded for awhile that im using but i wish i had something that fits the mood more.
