The majority of its residents are refugees living in Lebanon, and they are not allowed to return to their city. Before 1948, everything was considered a Palestinian city, as it was not yet Israel. As Golda Meir once said, "We were all Palestinians--I am a Palestinian!" Meaning, if you think of it from the perspective of the area it covers.
