People, especially influencers, tend to forget that in Saudi Arabia there is Shari'ah law. They just make the country more appealing to westerners in order to increase tourism and to boost their economy outside of oil-based sales. Don’t get it twisted. It’s still Shari'ah law. I honestly doubt that he's paying taxes properly but Expats/American Citizens are required to pay US taxes no matter where in the world they make their income/corporate profit/capital gains/etc, also Saudi Arabia has a 20% enterprise tax imposed on foreigner owned businesses and Dubai has a Value Added Tax that would apply to his business similar to a point-of-sale tax.

Dubai is part of the UAE, not Saudi Arabia, 2 different countries.And burgers have taken off a lot in the last 10 years over there, it's the prime candidate for a muslim-compatible western food.
