Thanks for this brilliant presentation, I definitely learned about the importance of dual legitimacy. To answer your questions at the end, in France, there is a steep democratic backsliding - with the consistent use of tools to circumvent the National Assembly, the undermining of courts, decreasing media freedom due to vested interests (see Reporters without Borders: "the mechanisms aimed at combatting conflicts of interest in the media and protecting the confidentiality of sources are insufficient, inadequate, and outdated.")

It is onsomple. Democracy is when personal freedom never could be broken by others. And state could only verboten but not impose. It is different.
