India does not have a rocket capable of launching the 4700 kg GSAT-N2 satellite into orbit, so ISRO uses SpaceX's Falcon 9 rocket. Perhaps if Dr. Sivan, the former ISRO chief, had built a heavy-lift rocket, Dr. Somnath, the current ISRO chief, would have achieved the honor of launching a satellite into space through that rocket.
