Did you drop out of the sky onto the streets of Kiryas Joel? Because if you went through any part of New York City in your journey, I can guarantee you saw a *lot* more filth there than here. So there's a little bit of trash that the garbage men spilled that no one has yet picked up. Big fat deal. What jumps out at me is just how *clean* and *neat* this town is - particularly considering that it has been found to be the *poorest* place in the entire US. You's also consider that this was garbage collection day and it was just perhaps the guys collecting the crap that spilled some. In my city they installed underground garbage containers. It gets lifted up out of the ground and only opens when above the garbage truck. Nothing falls off. And if the container is full and you put your bag next to the container good chance they open up the garbage bag to look for papers with name and address. If they find any they go to that house and hope you are stupid enough to admit having put the bag on the street so they can fine you. A paper with a name and address on it isn't proof that that was the one putting it on the street. Or if there is evidence of you putting it there, like photo or video. But that only happens when a neighbor hates you or you put trash on the street often so people are fed up with it. Will cost you about $70 fine.

That's nothing compared to the city, but it's still gross for an upstate community. I spent my early years in Brooklyn, and I've made numerous visits back there and to Manhattan over the years so I've seen serious garbage pileups. But whether the litter filmed during this drive was due to sanitation workers' carelessness or the residents' sloppiness, I figured homeowners would take pride in appearances and sweep up that trash! Messy interiors is one thing, especially with lots of children, but I'd expect more of a 'what-will-the-neighbors-think' concern for the area right in front of one's own property.
