by saying "noise", you mean volatility?

No. Volatility is something that traders look for (and attempt to capture). Noise is generally seen a nuisance (especially for trend-following strategies) and tends to get in the way of identifying the real signal. Noise can be useful in MR strategies though. But regardless, very different from volatility.
