Already published article cannot be republished in another medium in the same form. At the time of publication the journal was not in ugc care list. Hence, it may not be considered. However, it is also possible to be considered now. You can get the exact information from the concerned university or the ugc care committee.

A single research paper should be published only once. Some cases, the conference presentations are published in proceedings as well as in a journal as a special issue. In that case, you cannot claim for two benefits. You can claim for one benefit either conference presentation or journal publication.
