Supriya: One more question that these bimaru states of north are encouraged by sangh/BJP to produce more children so why should they be rewarded. Second sangh/BJP were always against english and computers and that is why these states have been left behind. Third why should efficiency be punished. Though I am from north but all these sangh related states are more interested in cow, beef, ram mandir, ghar wapsi, etc than the progress of the country. They have cm's like yogi who do not believe in rule of law and and have been giving hate speeches all his life and now Yogi wants to pardon Yogi and all his goons. I have lived in south and go by their version and believe efficiency should be rewarded not punished.

It was Sangh/BJP - Kalyan Singh, Rajnath Singh, and in alliance with Mayawati they ruled UP and now Yogi - they ruled UP for about 15 year. Yogi has been their for over 25 years first an MP & now CM. 3:22 the man is talking about historical disadvantage of Bengal Presidency subsidizing the Madras presidency. He misses out on many issues. Most of Andhra (telangana especially) was under the Nizams and wasn't part of Presidency. Most of Karnataka was under Mysore Kings. These folks collected tax and gave a portion to British and spent rest on the state. Besides, even the presidencies had imbalance in expenditure because there was imbalance in revenues. South for a very long time had an advantage of not being invaded repeatedly as north. Thus had better resources to spend on growth. None of that justifies what is happening today and becoming worse by the day. While laggard states need to be funded by a slighly higher portion than the taxes they contribute, it can't be skewed where Southern states get less than half of the taxes they pay and some north states get 3 times the taxes they pay! This is simply unjustifiable.

Krishna Menon took away all defense industries and scientific institutions to Kerala and Karnataka. Chidambaram provided Rs 2500 Crores for water supply in Madras but he at the same time provided only Rs 25 for flood control in entire East India. West Bengal gets 25 paisa for every Rs 1 it collects for taxation. This is going on since 1955.

Sharing tax revenue with the States based on population is basically flawed. If population-based allocation is considered ideal, it ought to be altered. It should be based on a standard population rate for all States thus allowing a more equitable distribution. The best option though is to allocate the tax resources on a 60:40 formula -- 60% to the States and 40% to the Central government! This should also serve as an incentive to the State Governments to make more efforts to develop their states and increase its tax base! The Central Government can at its discretion allocate extra funds to the needy States from its share of tax revenue, after meeting its basic obligations!

Shatrugan sinha the famous actor posted a video on utube in which he described how he was not invited to a function at patna university because the central govt in delhi had not cleared his name.So this is how much the central govt takes care of every part of india. In the early 80s the sikhs in punjab protested that india should be a federal state meaning that each state should be allowed freedom to increase its economic prosperity, to do whatever it wanted , to build whatever industries each wanted. to go allout for economic prosperity but off course within a federal indian country . THE central govt in delhi promptly declared to rest of india that sikhs were demanding a seperate country called khalistan and india was in danger and terrorist acts were rampant in punjab and proof was provided, punjab police was encouraged to kill terriorists, cash awards etc.Eventually the country was saved by central govt, and crpf and not forgetting indian army.Now the Southies are known to be an intelligent people and the sikhs are not known to be an intelligent race but the fact that these southies took only 36 years after the sikhs to realise that the solution to their problem is a federal state is not bad at all. Under a federal state these central ministers will not be able to pocket so much money. But india will really develop but that does not matter to central ministers. india should remain united is what the central ministers want. bharat mata ki jai.So that is why central ministers dictate to state goverments ,,no you cannot set up that industry in your state. no you cannot do that without our permssion. Real reason is how much money goes into the pockets of central goverment ministers. And that is the real bharat mata ki jai. Under a federal govt it would be hard to pocket so much money.By the way the swiss bank had disclosed that 80 % of money held in swiss bank is from india. That means that compared to rest of world our ministers are 80% more efficient at stealing. And then is off course the cow belt factor, Why should i pay money to a bihari or UP bhaiya just because the bastard is having 8 to 12 children

Mr Rao says lies. If the policy to distribute the income to the states of bad policies is injustice. Instead let us divide the wealth MPs and decide where the real wealth is and do justice to the poor. It is because of the rulers a part of India became poorer and poorer. Why Spl status to states only in North. Who are getting exemptions ? Is it not political leaders with corporates setting their business in the Spr status states and ultimate gainers ? If they really want to develop the poor let them start industry in those areas. Most of the taxpayers are middle class not the rich.

Mr Rao, if population is not the criterion for allocation of funds, then by your logic the per-capita expenditure for the citizens in Karnataka and Tamil Nadu must be higher comparitively. Which is not the ground reality here. Second achieving equitability cannot be at the expense of the achievers. Finally, language majoritarianism and such is really shifting the goal post. The crux of the problem is the criterion of allocation of wealth. And here the main criterion seems to be, the more mediocre you are, the more entitled you. That's dumb logic
