Here is the thing. Can’t you just have everyone pass on the wand? Then if not a single person says they want it. It should stay on the mob and can re loot with everyone involved again

You could do that but that would create a larger margin for error. Some dummy would accidentally auto loot the boss despite what the GM says to do. Then somebody who can't even use the loot would have a dagger they don't need. At least in the present scenario it went to someone that could use it as an upgrade. It sucks though and could of happened to anyone.
