He's shown in natlan's ignition teaser where there are NO NPCs shown, everyone in the teaser is playable, just like fontaine everyone in the teaser is playable (including arlecchino who was rumored to die) I see no reason for hoyo to think "hmm yes let's make this teaser where everyone is playable except capitano" that would be unprofessional of them
