Targeting Deca first is valid in some situations. If having statuses added to your deck is more threatening than the enemy gaining strength, that’s what you need to do. A deck with Echo form and buffer is exactly the kind of deck that might target Deca first. His problem was not having enough damage to end the fight quickly.
