to answer your question at the start i feel like a character not having noticeable weaknesses or a weaknesses that matter is what determines new character teir placement in early smash 4 people though pacman was top teir until they realized yoy really only get kills with bell and popularity is a key part if they put walter white in the game every one would push the character and seem better then they are
