It is a classic problem, a good fighter with low rank always had a problem to have a good fight, happens to Zabit, Usman, Ryan Hall, Charles Oliveira, ZDS, and many others. Higher rank was afraid to lose to a lower rank and can be possibly kicked out of the top, and some of lower rank or unranked also afraid to fight them because if they lose, it is harder to climb up or may be kicked out from the organization but if they win, nobody really cares and they still in the lower rank but when they set them-self in the top rank, everybody wants to fight with them because it was a short cut to the title shot.

Because the champ in his division is his best friend and he wont fight him, so busniss wise and in terms of planning, why would the UFC feed top contenders to Islam, what happens if he clearly the number one contender, he still would not fight khabib, UFC is stalling and playing the long game, has nothing to do with his first name or this, other contenders can avoid him, he knows this too.
