We have been warning them for decades about the dangers of allowing all these people into our country, but they did not want to listen. We have to turn back the clock while we still can, because if we do not then things are only going to get a lot worse.

How did Hoyle make a mistake? What is the mistake supposed to be? Not the decision in breach of procedure itself, since before the decision was made the House of Commons clerk had made it perfectly clear to him that the decision was in breach of procedure. So in making the decision Hoyle knew perfectly well that the decision was wrong. So what exactly is the mistake that he is admitting to?
