Severity depends on several factors, past history, your experience, judgment based on scenario, Safety measures in place etc Let us assume a worker fall from 2 M height. This could result in a near miss, minor injury, fracture or sometimes fatal also.. so which one you consider !! the low possibility - fatal. Then how do you differentiate a person falling from 2 M height and 100 M height...
