Generally while designing isolated footing we don't need top reinforcement (thickness less than 1m) but in SAFE we always need top reinforcement please explain why this happens.....!?

(Top for compressions and bottom for tension) but if u do hand calculations of this for the requirement of top compression reinforcement, u will get like it doesnt need any compression reinforcement..
