It's overall still better to have the U.N and an international and universal dialogue, rather than nothing an/or complete anarchy between nations. It is the responsibility of regimes to secure peace, not the U.N, the United Nations are just the manual but as usual, most people aren't interested in reading the manuals until stuff goes wrong. I work as a volunteer at UNESCO myself (a specialized agency of the UN), and I hope this explanation helped.
