You sure you want that? Just remember Southern Lebanon is one of the poorest area in world. Hezbollah only made that area work by pumping in insane amounts of "Welfare" in from Iran. You would have to do the same. But just remember you also have do it in Gaza and the West Bank. You are getting yourself into major "Quagmire". Once you get into these area you can't say "I quit and I'm going take my toys and go home." You will be stuck in those areas pumping all you hard earn money into non-productive areas until it suck you dry. It will force you cut "Social Services" and have "high taxes" to pay for everything.
