Added complexity in cy4 mission simply due to fact the ISRO did not focus on building better performing and powerful rockets. No wonder what usa russia china and japan can do with single rocket, we are doing Juggad with 2 rockets

Design phase of the Heavy launch vehicle is already done. It's currently called Next Generation Launch Vehicle. NGLV heavy will almost carry 50 tons to LEO (Future heaviest Launch Vehicle of ISRO) which will be used for crewed lunar landing. By 2030 we might see it's first launch. There are 4 different variants and NGLV will be the heaviest almost 90-95 meters tall in height and all the variants will be reusable.
