Considering the SCPD have supercars in their lot waiting to be deployed (Multiple if we're considering multiplayer as canon), plus a line of Porches, plus the funds to give every officer a heafty about of armaments most of the time, plus every car comes equipped with Nitrous really makes me think it's not that much of a stretch to upgrade the heli to keep up with said supercar on supercar violence.
