I'm not exactly sure if I'm the right person to ask, but from what I've seen, it seems like Alex Lee (Mighty) and UltraSonicHero (Ray) are members of the Sonic Fan Community who decided to make up their own voices of those characters for fun. Thus, the AI model creator named zacboy326 decided to make AI models of those characters using audio from various YT videos.
