It really depends on where you're playing at. In some countries claw machines / UFO games count as gambling, thus are protected by the gambling laws. In some places, unfortunately, it's completely legal to rig them. In places like Japan and my country (Finland), it's illegal to rig machines as it counts as gambling, thus making it so that a player must have a chance to win each play. That's where skill comes to relevant. I simply hate it when people scream payout while playing i.e. Japanese machines in Japan, as people don't take into an account that the laws against rigging might be different in there than in their home country.
