Nintendo would care but Toei I'm not so sure. Do they even have the rights to Android 21 to begin with? Shueisha does for certain because they own the brand, Bandai Namco are the ones who put her out there in the first place but Toei hasn't really done much with her aside from have a picture of Vomi in Super Hero and Vomi is only her template. Either way, the character was made with sex appeal in mind and is from a franchise aimed at adolescents while Nintendo tries to keep things family friendly to the point of buying the rights of Mario pornography just to shut it down.

HIIIIIIIEROOOOOPAHNNNNNT GREEEEEEEEEEEN!!! I'm all for this. Outside of model kits and scant few figures, oppai mouse pads are some of the few bits of character merch I actually collect. And there's been a drought of them for several years now that Hobby Japan seemingly stopped making them (or at the least only puts out one every once in a blue moon).
