China's real problem was it lacked strong centralization and only a decade earlier had been a collection of warring states (warlord era 1916-1928) They were also in a civil war just before, during and after japans invasion. Their logistics were terrible too, making it difficult to transport and sustain a large army. An invading enemy as brutal as the Japanese would have definitely had millions signing up (the nationalist and commumist even had a truce just to fight off japan) but because of the reasons stated it wasn't possible.
