We cover this in a different video, however I can't find the video at present. Essentially it is 16bits because the I/O ranges are from the old 16 bit computers. The CPU uses a different set of instructions to access these. To keep compatibility, they have stayed as 16 bit. To allow for 32/64-bit, the memory ranges were added.

Glad you like the video. It look like you are correct. The expansion card has 2 SATA ports rather than 4 SATA ports.

I/O stands for Input/Output. Thus, any device that has data coming in and out of it is considered to be I/O device.
