For some reason this boss fight was the most annoying thing to fight as a kid.

This boss was a late addition after they deleted the parade level. You were supposed to get out of the sewers to find that the chairman possessed a parade balloon and you would have to battle the balloon. This sewer section is actually labeled as part of the parade level in the files. It’s why the ghosts you fight in between phases are reused from Shandor Island.
