Why do high-ranked hunters never chair downed survivors? If the Will Brothers at the second match chaired the downed survivors and control the cipher machine later, that hunter could've won lmao, and saved many times

It is a high risk high reward play that allows you to make tempo plays. If played correctly you can end the game.
