The fact that PB never outright says she isn't jealous is an interesting part of her character that I think gets overlooked in this episode. She clearly doesn't love Finn the same way he used to love her, but she also has a connection to Finn that (in her mind) may be jeapordized by other relationships in Finn's life. She may very well be jealous, not because she can't date Finn, but because she is no longer the most important princess in Finn's life. This could also (as other comments have pointed out) be PB projecting some of her regrets over her past relationship with Marceline onto her current relationship with Finn and "losing" him to Flame Princess. It seems less like a "romantic" jealousy, and more like a "losing my close friend to someone else" jealousy. It's a very nuanced feeling for PB to demonstrate, and I'm glad they kinda left it open enough to be interpreted that way.

She wasn't being manipulative or jealous. She tried to show the (actual) dangers of having a serious romantic relationship with fire princess, but neither Jake or Finn listened. The "aw Finn" in the end wasn't jealousy, she felt sorry for Finn, as he was clearly badly hurt from kissing flame princess, knowing that it'll only get worse if they continue. PB wants nothing more than for Finn to be in a relationship he's happy in, and she realizes the big heart he has and his capacity for love, she's just worried he'll break himself in the pursuit of love. Though he sometimes attempts to put on a 'tough guy' facade, he's actually really sensitive. It's kind of like the episode "the suitor", where she makes Braco a robot wife so he won't suffer the pain of rejection. I believe she loves Finn a lot, platonically.
