飛虎隊作為香港特種警察單位的王牌，怎麼可能說出動就出動？如果ctru能夠處理那就不需要飛虎出馬，合理的利用武力才是王道。如果隨便一場案件都要飛虎處理那就是真的浪費資源，要知道殺雞焉用牛刀？就好像美軍普通的特種行動交給綠扁帽，高難度特種任務交給三角洲是同一個道理。到場的警務單位會先評估事件的風險程度再來判斷應該用什麼單位進行處理
