Those are "Beat Snap Divisor" in osu! terminology. Basically they indicate in how many pieces did a single beat get divided. For example, 1/4 means a single beat is divided into 4 pieces, thus 16th notes. 1/8 is 32nd, 1/12 is 48th, etc.
