Because of the 1st past the post system, every constituency has both backward and OBC votes, and vokkaliga lingayat votes. So a Siddu can lose by 10K votes in his constituency because of Vokkaligas if he implements caste census. So until Siddu can build a consensus , he wont implement it.....
