That's correct. Asian, Indian & Latin influence in mainstream American Hip Hop & Pop peaked from 2001 - 2005. ("Whenever, Wherever" by Shakira, "Can't Fight The Moonlight" by LeAnn Rimes, "Bonnie 'n Shyne" by Shyne, "I Need a Dime" by Ying Yang Twins, "Magic Stick" and "Just A Lil Bit" by 50 Cent, etc...) 2006 - 2011 was the peak of autotune and synth-revival, and 2012 and onwards was the rise of Dreadhead Mumble Rap with those bicycle chain sounding drum beats.

That's because Ja Rule wrote the song and the instrumentals were added during mixing to mimick the chorus. This was common with Murder Inc's sound at the time. Most of their songs had choruses that went exactly with the beats. That was one of their selling points.
