A simple answer: using _Horizontal Hold_ - or any 'library' music track - requires a fee to the publishers every time it's played (including re-runs). I'd wager that the current "noise" - as you put it - was _commissioned_ by CBS, presumably with all rights bought out, thus saving them from having to pay any dubbing or broadcast fees.

CBS needs to bring this back for 2022. They have the CBS version which is excellent. The last time 3 times they used it on the NFL today were 1993, 1998, and 2002. All those versions were excellent.

You'll find that quite a number of the 'classic' tunes used by the NFL (or NFL broadcasters) are from UK composers: Jack Trombey, John Shakespeare, etc., and will have been edited down from the full two-to-four-minute versions on the 'library' music discs (often from KPM or DeWolfe) from which they come. In some cases, the original discs contain shorter versions of ten or fifteen or thirty seconds, to be used (as you said) as jingles.

It has been used as the theme for CBS's NFL pregame show "The NFL Today" with different variations of it being used in the mid-1980s (with the exception of when they didn't have the NFL from 1994-97) through the late 1990s, though in 1990-92 respectively they've had the NFL on CBS theme also served as the theme for The NFL Today and again for the 2000 and 2001 seasons.

@Indeterminate Origin Milray didn't do "Supercharger". That was Chris Stack and Steve Johnson. It's on an album called 'Energy Groove" The track reference is HRCB 220002 the Tune Code is 1487332E.
